There's no best in Warframe as the person before me said. But keep in mind: primary weapons are very underwhelming end game, as melee outperforms them in every single way. So dont expect to be extremely efficent with ONLY primaries used. Personal suggestions though.. Reload speed is definitely affecting the delay on Bubonico. Probably not a bug if it isn't affecting rate. And if there is a bug, it's a general one for battery weapons, not one specific to Bubonico.

Bubonico wants to use galvanized aptitude (or the shotgun equivalent) so you don't want a status chance riven. I would reroll this riven. I use the shotgun equivalents of galvanized chamber and aptitude, critical deceleration, ravage, shell shock, toxic barrage, incendiary coat, and primed firestorm.
