Pressing W and A at the same time steers the raft left just fine, but no luck doing the same for pressing W and D. Moving the raft backwards (S) works fine though. Buoy and wood bases are essentially the same (wood bases go down just a wee bit lower). After some testing, tires are clearly the best.

It also helps if the rudder/motor is close to the pivot point (center) of the raft. A 3x5 should turn. I've a motor on a 3x2 sharkin' raft with the motor in the exact center. to sail the raft just open the sail and turn the raft with A and D, its fairly maneuverable on a sail but dont jump off while the sail is up, you will not be able to catch up with it.
