The efforts shouldn't be all out, just built up to race pace then a good amount of rest between efforts. Even in pro cycling you have teams with superstar riders and gear sponsors, so there is a lot of strategy and tech that people enjoy talking about, but most races the last 2km are all anything a normal person cares to watch.
