I don't have all BiS, but it is matter of time and patience. AH, crafting, PvE and even PvP can help you get geared. With suboptimal items and suboptimal enchants you still can be useful and competitive to others. 1k health is a good breakpoint for 19 twinks. If you have less, then you need more gear with stamina.
