If you want "the best under 200 str" well then it's an Eth Hellforge plate at 186 str because that's the one with under 200 str. But even then Act 1 merc could never use it. I think the Archon Plate makes the best in a vacuum because it's the highest def base you can get that every merc can use at lv63 when they meet the lv requirement.

So yes, 50 armor is not really worth the difference, but at the same time the speed difference is not a big deal either. I doubt anyone would really even notice it, especially on a merc.

Crusader Bow/Hydra Bow - you need to roll 14+ Fanaticism AND socket your helmet with 15 IAS to reach 9 FPA. This is assuming Fortitude on your merc. The damage from your merc won't be anything spectacular with either of the bases. Naturally the faster bow will be better with Duress but you are trading 300%ED from Fortitude for the extra CB chance.
