It seems if you miss the location, it will not appear here. Which means if Seilkind is indeed there, he is quite possibly inaccessible. I haven't found him anywhere else. I never got Missing Scouts, or it's not tracked in my log anymore, and never went to the Sarkorian mines. It's not accessible for me now in chapter 5 either.
