The Ikelos weapons are obtained from the warmind cache / music boxes. You can collect resonant stems, combine 4 to open a cache for a chance at one of the Ikelos weapons. There are 16 nodes, but you can't get to some without the season pass. You can also use resonant stems to focus umbral engrams at the exo body in HELM.
It's a good SMG, but if you aren't buying the season for anything but the SMG, it isn't good enough to justify it. It will no longer make warmind cells, so all it has going for it is voltshot. I guarantee it will not be the last smg with voltshot. As well, most new expansion weapons outclass the previous expansion weapons.
