Well, it seems to be fairly consistent. Cooking skill improves the meal very, very slightly in nutritional value. There is a difference of about 15% in calories between level 0 and 10. This is not much, but honestly, it's unrealistic anyway. Cooking procedure improves the hunger and happiness and the ingredient usage.
Once you hit level 5 cooking, you can use rotten food as ingredients. Rotten ingredients contribute significantly less hunger value though, so it's still much better to use fresh. If you didn't have level 5 cooking, it's probably a bug/glitch - I've seen similar happen before although I can't say exactly when or what builds. #4.Consumable properties.
