Some people do pure bloodtinge and rely on the transformed move set of the Chikage, but the reason I went with skill as well as so I could use a variety of weapons. For example the Reiterpallasch is probably one of my favorite weapons same with Simon‘s bow blade. Both of those weapons scale with skill and bloodtinge.

I used it a while back on a pure 50 bloodtinge build. Quite powerful. The bloodtinge weapons from the dlc are great, bloodletter as a solid melee option and the bowblade for ranged damage.
