Overall this can definitely work as a PvE build, just not optimized enough. I have a few versions of PvE builds you can check out and use: Non-shrine version. Reinforced Armor version. Brick Wall version. Jetstriker version. Charisma version. You are off to a great start with this build though. Good luck!
