What I did was just walk slowly, making sure not to get too far ahead. If a BT is in front of you, text will pop up telling you to press square to cut the cord. If a BT senses you at all, don't panic, just hold your breath and keep walking and you'll be fine.

Go to a facility, select EVERY order in the list, including ones you completed. At the next screen, return to the orders list without cancelling the ones you just took. The orders list should repopulate with other orders. The issue seems to be with the camera which is pausing in a micro fashion I can specifically see the dramatic difference between cutscene and an in door camera in motion frame rate.
