Fire actually has a lot of spells that are the best hitting spell for that rank: Fire Elf does 310 damage (more than max 285 damage for Storm Bats), Rain of Fire does more than 1000 damage which is more than any other rank 9. Yeah, no worries, it's obtainable by hatching. There's usually a 50-50 chance to get the kiosk pet, unless you're using a super common pet like a blood bat or piggle or if you used a pet that could create a hybrid pet. Judging by the egg you got, I'm assuming you used some variant of stormzilla (?), so that shouldn't be the case.
Fire Dragon does 975 damage for 7 pips with 540 upfront. RoF deals 940 damage for 9 pips with 130 upfront. Same accuracy and both AoE.
