As always, common scav courtesy applies, if a scav is spamming penow and hears footsteps, they should mumble, and you as the approaching player scav should mumble back. If you do not mumble back, you are assumed hostile. Scav ettiquette is a much underexplained role in tarkov and new players should be aware of it. 1.
I don't know 100% the exact requirements. But if you take a main weapon (so even just a TOZ), even without gear you don't get tagged. If you only take a pistol though, and no other gear, you do get tagged.
